Special Needs Trust Administration

CCT Services Include:

  • Consultation when establishing a trust
  • Collaboration with attorneys, family members, the Beneficiary, and others
  • Oversight of the Trustee and management and investment of the trust funds
  • Knowledge of regulations in order to preserve Supplemental Security Income (SSI) (a Federal program) and Medicaid (a Federal program administered by the States)
  • A comprehensive review of disbursement requests by CCT’s experienced and caring staff
  • Efficient processing of approved disbursements within 10 business days of receipt of the request
  • Professional and personalized customer service
  • Coordination of services on behalf of the Beneficiary

Our Trustee

Capital First Trust Company, Inc. (Capital First) was chosen by the CCT Board of Directors to serve as trustee. Chartered in 1999, Capital First has been among a small group of trust companies specializing in working with the disabled community to provide services to the needs of injured parties and their families. Capital First was founded on a commitment to provide clients with exceptional customer service while ensuring asset protection.


CCT approaches every opportunity knowing the family cares deeply about their loved ones.  At Capital First, our role is to support the trust services they provide to their trust beneficiaries.  We are a dedicated and experienced extension of the CCT Team that provides fiduciary oversight, court accountings and facilitates tax preparation.


Capital First has served individuals with a disability for more than 20 years with a high degree of support to our professional partners and compassionate service to trust beneficiaries and their families. With offices in Milwaukee, Wisconsin and Sioux Falls, South Dakota, Capital First has expertise, knowledge, and unique experience to support CCT.
